Guiding Nuclear Excellence
Independent nuclear engineering expertise for organizations facing high-stakes technical, regulatory, and security decisions
Independent nuclear engineering expertise for organizations facing high-stakes technical, regulatory, and security decisions

K&S Nuclear Advising Services, LLC is an Atlanta-based firm led by two Ph.D., P.E. nuclear engineers, each with more than 30 years of experience in reactor operations, radiation measurement, nuclear test-ban monitoring, nonproliferation, and advanced reactor licensing.
Professional Engineers in Virginia and Texas, and former NRC-licensed reactor operators.
We built and deployed radionuclide monitoring systems for the Comprehensive Nuclear-Test-Ban Treaty.
Molten salt reactor design and licensing experience, including a 2025 Hevesy Medal recipient.
Independent evaluation of molten salt, small modular, and other advanced reactor designs for investors and companies, covering technical maturity, economics, supply chain, licensing pathway, and proliferation risk.
Modeling reactor behavior and analyzing security threats, including for fleets of small modular reactors, to support safety- and security-by-design.
When radionuclides appear in products or the environment, we interpret results against FDA and international limits, calculate consumer dose, review testing methods, and trace contamination pathways.
Radioxenon and radionuclide monitoring, beta-gamma coincidence analysis, nuclear forensics, and source location analysis, drawing on decades of Comprehensive Nuclear-Test-Ban Treaty program work.
Technical guidance on the CTBT, the Treaty on the Non-Proliferation of nuclear weapons, IAEA safeguards, and other national and international nuclear agreements.
University-level instruction in radiochemistry, radiation detection, and nuclear safety and security, tailored for executives, staff, and regulators.

Nuclear engineer with more than 30 years of experience in radionuclide monitoring, nonproliferation, radiochemistry, and nuclear safety and security. She designed the radioxenon analysis software used for Comprehensive Nuclear-Test-Ban Treaty monitoring, taught at UT Austin and Georgia Tech, and now evaluates the technical, economic, proliferation, and supply-chain aspects of reactor designs for investment clients. Licensed P.E. (Virginia) and former NRC-licensed Senior Reactor Operator. Ph.D., University of Illinois at Urbana-Champaign.

Internationally recognized expert in radioxenon monitoring, molten salt reactor technology, nuclear forensics, and nonproliferation. He is Professor and Chair of Nuclear and Radiological Engineering at Georgia Tech, where he leads the molten salt research reactor project, and formerly directed radionuclide operations for the CTBT Prototype International Data Center. Recipient of the 2025 Hevesy Medal, with more than 200 publications. Licensed P.E. (Texas). Ph.D., University of Illinois at Urbana-Champaign. Dr. Biegalski consults through K&S Nuclear Advising Services independently of his role at Georgia Tech.
After radionuclides were detected in imported food products and FDA issued an import alert, K&S prepared a technical white paper for the company's leadership. The work included ingestion dose calculations, a comparison of measured levels with FDA, Codex, EU, and Japanese limits, a review of port-of-entry screening, an analysis of likely contamination pathways, and a decision framework for sourcing and testing. The analysis showed consumer doses were orders of magnitude below natural background radiation and below FDA's protective action guidance.
